Kim Hak Gyu is the Secretary of Treasury of Ga Guk during King Jin Won's reign.
Appearance[]
Hak Gyu is a bald man with silver eyes. Hak Gyu is usually seen in his official robes as Secretary of Treasury in Jin Won's court, comprising of bright-coloured hanbok (typically donned over with a yellow dapo) and an official po, which was colour black with red linings on its openings.
Outside official business, he was seen in casual attire during a party at the chief state councilor's residence that consists of a cream baji jeogori with white dongjeong, as well as a tan dapo with white floral designs and red linings.
Personality[]
It is unknown whether he is one of the ministers who resented the existence of the slums in Ga Guk as once noted by Won.[1] Moreover, the fact that his name was not in the compact that lists Yeon Lee's allies during her coup d'état ten years ago implies that he is quite loyal to the erstwhile government.
History[]
It is most likely that Hak Gyu served as a minister during King Jin Hyul's reign until after his death, since he is presumed not to have participated with Yoon Yeon Lee's forces in the wake of the Jeogwa Revolution following Jin Hyul's passing.[2]

Fateful Encounter Arc[]
During one of the court meetings at the palace, Hak Gyu suggests to the absent-minded King Jin Won to expand their budget allotted to the military to prevent even more damage from their latest battle. He further suggests the army to be reinforced, which has displaced hundreds of refugees from supplying aid to victims. However, he is stopped by Chief State Councilor Yoo Ja Gyeom as Jin Won asks them if they know "Nabi." Later, after Left State Councilor Hwang Se Hyung informed the king about the dong-gi gisaeng Nabi, the king leaves the court immediately.[3]
Plague Arc[]
At the chief state councilor's residence, the minister attends a meeting alongside Minister of Defense Wi Ji Hyun. Nabi observes him from afar, recalling that his name is not in the compact.[2]
Trivia[]
- During the meeting of ministers after Nabi's surrender to the king for murdering the baby prince, one of the ministers mentioned that a certain Minister Kim is not going to be attending court for a while.[4] Given the course of the events at such time and Hak Gyu's loss of confidence towards Jin Won and his reign,[3] which is most likely due to Seo In Seon Woo's persuasion of his fellow ministers to get their favour to the rebel army in the event of their revolt, it is most likely that Hak Gyu is the one being pertained to as Minister Kim.
- If this were indeed the case, it is highly possible that Hak Gyu did not attend the aforementioned meeting and its succeeding meetings because he was informed of the impending attack of the rebel army in the palace soon.
